    IOC Performance & Integration Manager Cathay Pacific Strategy & Operations Planning Integrated Operations Department Permanent Hong Kong SAR (China) Application deadline: 16 Sep 2026 Role Introduction Reports to: Head of IOC Cathay has established Integration Operations (IOP) with the vision to "orchestrate and deliver operational and safety excellence to enable Cathay to become the world's most efficient and reliable airline".

    Within IOP, the purpose and mission of the Integrated Operations Centre (IOC) is to deliver and execute the schedule on the day of operations to ensure the safe, efficient and on-time movement of our aircraft, crew and customers.

    The purpose of this role is to strengthen the effectiveness, readiness, and performance of the IOC by providing end-to-end ownership of operational performance improvement, operating model evolution, and digital enablement across Operations, Crewing, and Tactical Planning.

    Key Responsibilities

    IOC Performance Ownership Own the end-to-end performance framework for the Integrated Operations Centre (IOC), translating operational outcomes into actionable insights and driving measurable improvements in On-Time Performance (OTP), disruption recovery, and network resilience Cross-Divisional Integration & Alignment Act as the primary integrator across Operations, Crewing, Hub Operations and Tactical Planning, ensuring alignment of priorities, processes, and decision-making to enable cohesive and effective day-of-operations execution People Capability & Role Effectiveness Assess the effectiveness of Controllers, Co-ordinators, and Duty Managers, identify capability gaps, and work with Quality & Training to drive targeted development actions that strengthen IOC decision quality and execution IOC Operating Model & Process Authority Lead the continuous evolution of the IOC operating model, governance, procedures, and manuals to ensure they remain fit-for-purpose, scalable, and aligned with Cathay's operational and safety objectives Operational Readiness & Change Enablement Ensure IOC teams are operationally ready for system enhancements, schedule changes, new routes, fleet introductions, and abnormal scenarios through structured briefings, simulations, and readiness activities Operational Risk & Assurance Leadership Own and govern the IOC Operational Risk Register, ensuring emerging risks are identified, assessed, communicated, and mitigated to support informed decision-making during live operations Post-Event Evaluation & Continuous Learning Lead impartial post-event evaluations for significant operational events, driving root-cause analysis, cross-functional learning, and the definition of clear, accountable improvement actions Long - Term Performance Improvement Delivery Drive delivery of strategic improvement initiatives arising from post-event evaluations and performance reviews, using influence and governance to ensure sustained stakeholder ownership and execution

    Digital Product Roadmaps

    Collect requirements from the IOC teams and support the "Digital Manager - Operations Delivery" in defining strategic directions and roadmaps that deliver tangible operational and performance benefits

    Digital Product Integration

    For any new digital capability, design and implement adjusted process workflows and oversee change management efforts, to ensure successful adoption and value realization Technical Collaboration & Delivery

    • Support the "Digital Manager - Operations Delivery" by acting as a link between business and IT Scrum teams or vendors, converting requirements into user stories, prioritising the backlog, and overseeing technical delivery for quality and timeliness

    Value Realisation & Stakeholder Governance Partner with IOC leadership, Tactical Planning, Quality & Training, and the broader Integrated Ops Performance & Innovation team to prioritise initiatives, manage competing demands, and track adoption and value realisation through clearly defined KPIs

    Requirements

    A bachelor's or master's degree in business, aeronautics, information technology, or a related field.

    A minimum of four years' experience in product management, with a proven track record of delivering complex digital products in a fast-paced operational environment.

    A minimum of four years' experience in airline operations is required, either in ground roles such as an Integrated Operations Centre or Airport, or within Flight Operations serving in Line Operations and Flight Dispatch functions or as a First Officer with ICAO ATPL or CPL with a MEIR and total flying time of at least 1500 hours Excellent communication, facilitation, and stakeholder management skills, with the ability to engage and influence at all levels, from frontline staff to senior management.

    Demonstrated experience in business process re-engineering and driving significant change in operational contexts.

    Innovative and user-centric mindset, with the ability to translate operational pain points into effective digital solutions.

    Experience
